The tip cup - the metal piece at the base of the handle (which can be engraved) is a free moving piece. Its main purpose is to protect the ribs of the frame. Hiding the 8 tips inside the ring prevents them from catching on anything when not in use. It can then be slid back to free the ribs and open the umbrella.
